Manila Bay reclamation project will bring jobs, revenue, says firm

MANILA, Philippines?A multi-use development project on a proposed reclamation site on Manila Bay is expected to provide up to 600,000 jobs that would help ease unemployment in the country, particularly in Metro Manila.

In a statement, the Manila Gold Coast Development Corp. (MGCDC), owned by the family of businessman William Tieng, said that up to 100,000 jobs would be generated during the construction phase of the project and up to 500,000 jobs once it becomes operational.

The project, envisioned to become a world-class commercial, residential and tourism center 600 meters into Manila Bay, has been touted by MGCDC to be a rich revenue source.

In its statement, MGCDC said the project would generate up to P17 billion in taxes every year on top of P10 billion in real estate taxes for the local government of Manila, which has jurisdiction over the reclamation site.

The project reportedly has the support of the Manila City government.

The statement quoted Mayor Joseph Estrada as saying that the project, called Manila Solar City, would be crucial to reversing the deterioration of the city.

?Right now, studies show that Manila has the most jobless people. A hungry stomach knows no law. Through this we can provide employment and (thus) eliminate criminality,? Estrada was quoted as saying.

New Zealand botulism scare triggers global recall

WELLINGTON, New Zealand (AP) ? New Zealand authorities have triggered a global recall of up to 1,000 tons of dairy products across seven countries after dairy giant Fonterra announced tests had turned up a type of bacteria that could cause botulism.

New Zealand's Ministry of Primary Industries said Saturday that the tainted products include infant formula, sports drinks, protein drinks and other beverages. It said countries affected beside New Zealand include China, Australia, Thailand, Malaysia, Vietnam and Saudi Arabia.

Fonterra said its customers were urgently checking their supply chains.

One New Zealand company has locked down five batches of infant formula and China is asking importers to immediately recall products.

Fonterra is the world's fourth-largest dairy company, with annual revenues of about $16 billion.

The news comes as a blow to New Zealand's dairy industry, which powers the country's economy. New Zealand exports about 95 percent of its milk.

Consumers in China and elsewhere are willing to pay a big premium for New Zealand infant formula because the country has a clean and healthy reputation. Chinese consumers have a special interest after tainted local milk formula killed six babies in 2008.

The Centers for Disease Control describes botulism as a rare but sometimes fatal paralytic illness caused by a nerve toxin.

Fonterra said it has told eight of its customers of the problem, which dates back more than a year, and they were investigating whether any of the affected product is in their supply chains. Fonterra said those companies will initiate any consumer product recalls.

At a news conference Saturday, Fonterra repeatedly refused to divulge the companies, countries or specific products affected. Gary Romano, the managing director of Fonterra's New Zealand milk products, said his company supplies raw materials to the eight companies and it is up to them to inform their consumers of what products might be tainted.

The company did acknowledge its chief executive, Theo Spierings, planned to fly to China Saturday, in part to deal with the fallout from the botulism scare.

New Zealand's Ministry for Primary Industries said Saturday that New Zealand company Nutricia had used some of the tainted product in its Karicare line of formula for infants aged over 6 months. Nutricia had locked down all five batches of infant formula it believed contained the tainted product, the ministry said. But it advised that parents should buy different Nutricia products or alternative brands until it verified the location of all tainted Nutricia products.

China's product quality watchdog issued a statement urging importers of Fonterra dairy products to immediately start recalling the products.

The General Administration of Quality Supervision, Inspection and Quarantine also told quality agencies around China to step up inspections of milk products from New Zealand.

Romano said the problem was caused by unsterilized pipes at a Waikato factory. He said three batches of whey protein weighing about 42 tons were tainted in May 2012, adding that Fonterra has since cleaned the pipes.

The New Zealand ministry says the tainted product has been mixed with other ingredients to form about 1,000 tons of consumer products worldwide.

The company said in a release it identified a potential quality problem in March when a product tested positive for the bacteria Clostridium. Many strains of the bacteria are harmless, the company said, and product samples were put through intensive testing over the following months. It said that on July 31 it discovered the presence of a strain of the bacteria that can cause botulism.

Romano said Fonterra hasn't received reports of anybody getting sick and added that the problem hasn't affected any fresh milk, yoghurt, cheese or long-lasting heat-treated milk.

New Zealand's Ministry for Primary Industries said it was working with the company to investigate.

Spierings, the chief executive, said in the release that food safety was the company's top priority.

"We are acting quickly," he said. "Our focus is to get information out about potentially affected product as fast as possible so that it can be taken off supermarket shelves and, where it has already been purchased, can be returned."

Earlier this year, Fonterra announced it had discovered trace amounts of the agricultural chemical dicyandiamide in some of its products, prompting a ban on the chemical's use on New Zealand farms.

Rabobank's 2012 Global Dairy Top 20 report ranked Fonterra as the world's fourth-largest dairy company by revenue behind Nestl?, Danone and Lactalis. The company is a cooperative, partially owned by thousands of farmers.

In 2011 the company collected 15.4 billion liters (4.1 billion gallons) of milk in New Zealand, representing about 90 percent of the country's total.

In 2008, six babies in China died and another 300,000 were sickened by infant formula that was tainted with melamine, an industrial chemical added to watered-down milk to fool tests for protein levels. Fonterra at the time owned a minority stake in Sanlu, the now-bankrupt Chinese company at the center of the scandal.

What is the Purpose of the National Flood Insurance Program? | Rob ...

This is the first in a short series where I?ll take a look at the National Flood Insurance Program, some of its failings, and how it might better support preparations for our climate future.

As we look towards a future where climate change will bring rising sea levels and more frequent and severe storms, we also expect to see more frequent and severe flooding along our rivers and coastlines. That means property owners will increasingly turn to the Federal Emergency Management Agency (FEMA) and its National Flood Insurance Program to bail them out.

But why does the federal government underwrite 5.6 million flood insurance policies, in many cases at highly subsidized rates??

Originally, the National Flood Insurance Program was intended to provide insurance to people who could not get flood insurance from private insurance companies. In the past, flood insurance was not easy to come by, since private insurers had largely left this market.? Beyond providing insurance, the program was also tasked with mapping out the nation?s most flood prone areas and helping communities prepare for and avoid damage from flooding. In a sense, the program was intended to manage the nation?s risk from flooding.

But in practice, it has not managed that risk very well.? One could argue that it has, in part, incentivized the development of floodplains and coastal areas. At best, it has failed to provide a disincentive.

Just last week the National Academy of Sciences published a report about the National Flood Insurance Program.? The report looks specifically at how levees are addressed by the program and we?ll return to that topic in a future post.? But this report also includes a very good overview of the program since its inception and its many past problems, which include those described below.

Discounts for the riskiest structures:? Nineteen percent of policy holders receive discounts on federal flood insurance simply because the property was built before the first flood insurance maps were produced or because no elevation data existed.

Grandfathering:? When flood maps have been updated to reflect greater flood risks, current policy holders often pay the same premiums, or a discounted rate, even if they?ve been found to be at higher risk of flooding.

A short-sighted system for balancing the books:? the federal government calculates its potential financial exposure by looking at the average flood losses from previous years, while discounting damages from major events that they consider to be statistical outliers, like Hurricanes Katrina and Sandy. This ?Average Historical Loss? is then used to adjust premiums to balance the books for a given year, while overlooking the longer-term financial risk.

Outdated maps: The flood maps used to determine the areas most likely to flood are outdated, although FEMA is in the process of updating them. The new maps rely on more up-to-date hydrological data, elevation data and land use information. Not surprisingly the newer maps show that a larger area is at risk of flooding. But even these updated maps fail to incorporate climate related impacts like sea level rise or more intense storms, which would expand the extent of the flood prone area even further.

Treatment of levees: Problems have existed and persist with how the program treats properties behind levees.? Essentially, if a levee is certified to provide protection against a 100-year flood, then properties behind the levee can purchase flood insurance at a lower price or not purchase it at all. This has created a perverse incentive to build levees, which convey a false sense of security to property owners. Also, there?s the question of whether a levee built to withstand the 100-year flood is adequate, given that 100-year floods have an annoying way of occurring more frequently than once every hundred years and that?s probably going to get worse as the climate warms.

Given these shortcomings it?s not surprising that the program will be between $25 billion and $30 billion in debt once all claims from Hurricane Sandy are paid out. It?s a program that is almost designed to fail.

Reforms have been made. Just last year the Biggert Waters Flood Insurance Reform Act put in place much needed reforms that begin to address some of the problems described above, but a lot more needs to be done.? These common sense reforms (which we?ll look at in a future post) are getting a lot of push back as property owners find out that they will pay higher premiums that more accurately reflect their flood risk.

We should ask, ?What is the purpose of the National Flood Insurance Program??

The way the program has evolved it?s purpose seems to have less to do with fixing problems associated with flooding, than prolonging those problems.

It?s purpose should be to prepare us for a future where flooding is going to be more frequent and severe. It should provide a social safety net for flood victims.? It should be there to help people get their lives back together and to perhaps relocate to a safer location, outside the area where floods are most likely.? It should be guiding the nation to a place where we are less at risk, particularly as our climate warms.

But so far it has failed to deliver.

(AP) ? Authorities outlined plans Friday to break up two sit-ins by supporters of deposed President Mohammed Morsi, saying they would set up a cordon around the protest sites, and riot police used tear gas to disperse demonstrators threatening a TV complex.

Morsi backers also showed their defiance by briefly setting up a third camp near the airport, but later folded their tents and left.

The military-backed interim government seeks to end a political stalemate that has paralyzed Egypt and deeply divided the country. Supporters of Morsi and his Muslim Brotherhood say they will not disperse until he is returned to power.

The second-ranking U.S. diplomat arrived in the Egyptian capital for talks on the political crisis, as Secretary of State John Kerry warned both sides that "the last thing we want is more violence."

Also Friday, Amnesty International reported cases of alleged killings and torture at the hands of Morsi supporters inside the protest camps, saying that one man had his throat cut and another was stabbed to death.

In southwestern Cairo, police fired tear gas at Morsi supporters who rallied in front of Media City, a site housing most of Egypt's private TV stations, a security official said. A second official told the state news agency that protesters tried to "obstruct traffic in an attempt to affect work at the complex."

The rally was "a desperate attempt by rioters from the (Islamist) current," Maj. Gen. Abdel-Fattah Othman, a spokesman for the Interior Ministry, told the private TV station Mehwer. "There was reinforcement from police and army that will not allow any reckless person to get close to the Media City or storm it."

He described the protesters as "brainwashed" to attack broadcasters perceived as secular opponents of the Islamists. Last year, Morsi supporters held a sit-in near Media City, often harassing TV personalities and forcing many of them to sneak into the studios from other entrances.

The new unrest came as state-controlled TV reported that security forces will establish a cordon within 48 hours around the two main protest sites in Cairo where thousands have been camped out since before Morsi was ousted by the military on July 3.

The government offered protection and "safe passage" to those willing to leave the two main camps ? a large one outside the Rabaah al-Adawiya Mosque in eastern Cairo and a smaller one near Cairo University's main campus in Giza. The leadership had earlier given orders to police to end what it described as "threat to national security" and sources of "citizens' terrorism."

Authorities will let people leave without checking their identities or arresting them, but they will not allow anyone into the protest camps, the report said. It did not elaborate on the next steps, but the government earlier said it will use water cannons and tear gas in dispersing the crowds.

The Morsi supporters are also planning rallies late Friday outside security headquarters near one sit-in site, including the Republican Guard club, where they had staged a protest that turned bloody last month, and another army building.

The security cordon around the protest camps raises the possibility of new violence, which has killed more than 130 Morsi supporters and injured hundreds since the military coup. The ouster followed mass demonstrations calling for Morsi to step down after a year in office, saying his policies had failed and he had put power in the hands of his Islamist group.

Facing domestic and international pressure to avoid bloodshed, authorities have taken the unusual step of going into details of its security plans.

Interior Minister Mohammed Ibrahim told a newspaper that police have finalized plans for breaking up the sit-ins, and were awaiting orders from prosecutors to start the second phase of its operation.

Police have given authorities information about weapons in the protest camps and the "dangers emanating" from there, and that the next phase of the plan, which includes surrounding the sites, would begin within hours, he was quoted as saying.

"The forces have established their presence in various areas with the aim of protecting security and stability," Ibrahim said, adding that the ministry was awaiting legal action from the prosecutors. He said a prosecution team will accompany the security forces to monitor how they deal with the protesters.

Ibrahim told the newspaper that he was awaiting approval from the National Defense Council on measures relating to the final phase of the operation, which would be the use of force while trying not to injure anyone.

The Amnesty International report quoted a survivor of an attack by Morsi supporters near the Cairo University sit-in as saying that he saw one bloodied man have his throat cut and another stabbed to death.

The report also cited accounts from survivors that Morsi backers also abducted and tortured their political opponents with beatings and electric shocks at or near the protest sites.

The Interior Ministry last weekend had said 11 bodies were found near one of the protest sites, with some showing signs of torture, apparently by members of the sit-ins who believed the victims were spies.

Near the Rabaah protest camp, people armed with sticks and makeshift body armor stood guard behind walls of sandbags, tires and bricks.

One speaker defiantly told the crowd that the military leader, Gen. Abdel-Fatah el-Sissi, appeared reluctant to carry out his promise to break up the sit-ins.

"This man is about to fall now in the face of all these retractions," the speaker said to thousands of people who gathered for a meal to break their daytime fast for the holy month of Ramadan.

Ahmed Madani, 26, was installing a new tent at one of the camp entrances, saying the facilities will have a kitchen and toilets.

"We are here to show them that we are determined to stay and we won't give up," he said. "Even if I have to die, I will not leave. We are thousands ready to die for our cause."

The pro-Morsi camps have disrupted daily life in Cairo, blocking traffic and antagonizing some residents already suffering under Egypt's economic woes.

"A peaceful sit-in does not block roads, it doesn't terrorize people, it does not kill people and it does not attack people," said Wahid Idris, an opponent of the Muslim Brotherhood. "I want them to use any means to put an end to that sit-in."

In addition to the smaller sit-in across town, a new vigil sprung up briefly near Cairo's international airport, on the outskirts of the suburb of Heliopolis, in a neighborhood known as "The Thousand Houses."

An Associated Press reporter saw thousands of protesters, many of them are families and women in conservative Muslim dress, occupying a square and laying prayer rugs on the asphalt. They raised banners with Morsi's portrait saying, "Down with military rule," waved Egyptian flags and chanted, "Go away Sissi! Morsi is my president."

About six hours later, however, the camp was dismantled because organizers believed it to be insecure, said Adel Hassan, a protester who folded his tent.

U.S. Deputy Secretary of State William Burns arrived in Cairo, and an Egyptian Foreign Ministry official said he would meet with interim leadership officials and representatives from the Muslim Brotherhood and its allies Saturday.

Amr Darag, one of the Brotherhood negotiators who will meet with Burns, told the AP that the group and its allies are looking for "confidence-building measures" in order for them to sit at the table with their rivals.

Such measures include releasing detained Brotherhood leaders, unfreezing the group's assets, lifting the ban on its TV stations and ending violence against its protests. Darag said the group can't order its protesters to go home because they are fighting for their rights and the reinstatement of Morsi as president.

It was unclear if Burns would see Morsi during his second visit to Cairo since the coup. On Monday, top European Union diplomat Catherine Ashton saw Morsi for two hours at the facility where he is being held by the military. An African Union delegation also briefly met the ousted president a day later.

In London, Kerry sought to clarify controversial remarks he made Thursday about the crisis when he told Geo TV in Pakistan that the Egyptian military was "restoring democracy."

The comment was seen by some as a signal the U.S. was siding with the military, even though the State Department has repeatedly said the U.S. is not taking sides.

Kerry said Friday that all parties ? the military as well as the Morsi supporters ? should be inclusive and work toward a peaceful resolution of the crisis.

"The last thing that we want is more violence," he said. "The temporary government has a responsibility with respect to demonstrators to give them the space to be able to demonstrate in peace. But at the same time, the demonstrators have a responsibility not to stop everything from proceeding in Egypt."

A spokesman of Egypt's Mulim Brotherhood, Gehad el-Haddad, denounced Kerry's remarks, asking if Kerry would similarly approve of Defense Secretary Chuck Hagel deposing President Barack Obama if large protests took place in the United States.

Rights groups have warned against using force to end the protests. The New York-based Human Rights Watch urged the interim leadership to take all measures to avert bloodshed.

"To avoid another bloodbath, Egypt's civilian rulers need to ensure the ongoing right of protesters to assemble peacefully, and seek alternatives to a forcible dispersal of the crowds," said Nadim Houry, deputy director of the Middle East and North Africa division of Human Rights Watch.

The Muslim Brotherhood has opposed all measures taken by the military since the coup, including the appointment of an interim president, the suspension the constitution and the disbanding of the Islamist-dominated legislative council.

Indiana's Ball State University Will No Longer Teach Creationism in Science Courses

The president of Indiana's Ball State University, Jo Ann Gora, announced this week that the public school no longer would teach intelligent design, or creationism, in science classes or espouse it as truth, The Huffington Post reported. Intelligent design, which rejects evolution, posits that an intelligent force rather than an uncontrolled process like natural selection is behind creation of the universe and living things. Gora's statement was in response to a complaint received about a particular BSU professor and his curriculum.

"Intelligent design is overwhelmingly deemed by the scientific community as a religious belief and not a scientific theory," Gora wrote in her statement issued to the school's faculty and staff. "Therefore, intelligent design is not appropriate content for science courses."

The action was in response to a letter from the Freedom from Religion Foundation that expressed concerns that Eric Hedin, assistant professor of physics at BSU, perhaps was violating separation of church and state by the way he was teaching intelligent design in an honors science class, "The Boundaries of Science," according to Inside Higher Ed. The foundation objected to Hedin reportedly sharing his personal beliefs and sanctioning a Christian view over others.

Intelligent design can now be discussed at BSU in social science and humanities courses that focus on religion, but can't be given more weight than other viewpoints, The Chronicle of Higher Education noted. Permitting this topic to be presented in a science class as a valid scientific theory wouldn't accurately represent the scholarly science community and, therefore, would fall short of the required academic standard. Therefore, the issue isn't a matter of academic freedom, Gora said, but, rather, academic integrity.

The school is working to ensure Hedin's courses remain free of intelligent design discourse, and Hedin has been cooperative. It's unknown whether or not he'll continue teaching "The Boundaries" course.

The Freedom from Religion Foundation is pleased with Gora's position, as is Jerry Coyne, a professor of ecology and evolution at the University of Chicago whose blog is called "Why Evolution is True," Inside Higher Ed explained. Coyne had published a blog in April, accusing Hedin of teaching religion in a science course, which sparked the intelligent design issue at BSU. Regarding Gora's announcement, Coyne told Inside Higher Ed it was "a magnificent statement. It was strong, unequivocal, and there was a lot to like about it."

However, the Discovery Institute, which promotes intelligent design, disagrees. The group's president, John West, said Gora's stance is "anti-academic freedom and Orwellian in the extreme" and a "gag order" on faculty who believe intellectual design has merit.

"Academic freedom was designed to protect dissenting and unpopular views among faculty," he added. "Redefining it as the freedom to teach only the majority view isn't academic freedom; it's an academic straitjacket."

I Want Is Something Beautiful. Do You Want ... - Mom Knows It All.

I have loved music for a very long time. I recall as a teenager I?d spend hours in my room, listening to music. Sometimes it was fun. Sometimes it was relaxing. Sometimes it was a way to escape. I?ve mentioned before, I was picked on in school. I was different. I was much younger then my classmates, which meant I looked and acted differently. I don?t know why it bothered them that I was younger. In retrospect I guess they felt threatened by someone that had equal or higher intelligence but was years younger. I know now it wasn?t my problem, it was theirs. But I didn?t know that then. The fact that I wasn?t liked or accepted really bothered me.

Anyway. I was brutally picked on as a teen. Not physically, but verbally, mentally and emotionally. Because of that, I hated school. I had no friends there. I didn?t have many friends outside of school, because all the kids that went to school together hung out together. I had a few friends but other then that it was just me. In my spare time I?d read or listen to music, two things I love to do to this day. Early on I?d learn the words to my favorite songs, as kids do. But I didn?t really hear what the words were saying. As time went by I realized that those lyrics had meanings. I started paying attention to lyrics. I found there were many bad song lyrics put to good music. There were also many good lyrics with bad music. The very best songs were, and are still, a fusion of both good lyrics and good music. Sadly, there?s more bad music then there is good music, even today.

If you?ve read Mom Knows It All before you may recall me mentioning the band Oleander. If you follow me on Twitter then you know I support the band. That?s because I love their music, I have for years. They make good music. Actually they make great music, but that?s not the point. They?re also just nice. Well, this post isn?t about them. But it is about their song Something Beautiful, to a point. Their current single Something Beautiful is an awesome song. It?s about as close to musical perfection as you can get, along with the rest of the album. Every song on that album has great music and lyrics. But Something Beautiful is the one that means a lot to me, because of the meaning I find in the lyrics. Before I share the meaning I find in those lyrics, let me share the lyrics.

Well. Besides it?s musical splendor, on a personal level the song Something Beautiful has come to mean a lot to me. This song represents what I believe in and what I want out of life and society. I am terrified to die. Not out of fear of dying, but out of the fear of not knowing what will happen to my son when I?m gone. The idea of my son having to live in today?s society without me to look out for him scares the living crap out of me.

That picture up there is a picture I personally took of my son. I think he is beautiful, inside and out. Very, very soon you will read another post about that photo and this song and how recent events on Facebook relate. But for now, know that to me, Something Beautiful is for society to be a better place for my son, and for others with Down syndrome. Something Beautiful is what I stand up and advocate for on a daily basis. I hope and wish that society will someday be a place where people aren?t judged by their looks, or their abilities or lack there of. My son is shunned and given funny looks because he looks different than most children. He tries to talk to them and they avoid him. I hope and wish that someday people won?t label others based on anything other then who they are inside and how they treat each other.?I dream of a society where parents teach their children it?s ok to be different, and to give everyone a chance. I dream of a society that offers a safe and accepting environment for all. I dream of a society where people don?t throw around a word like retard or retarded for every situation they don?t like because they are too lazy to look in a dictionary for an appropriate word. If society ever gets to the point where it?s anything like what I envision and fight for, it will surely be Something Beautiful.

Not a single day goes by that I don?t listen to this song. Not a single one. There have been a few occasions where I just put it on repeat and blast it, and somehow that, along with a hug and kiss from my son, helps make things a little better.

Surveillance critics face Obama in Oval Office

(AP) ? Struggling to salvage a massive surveillance program, President Barack Obama faced congressional critics of the National Security Agency's collection of Americans' telephone records Thursday as snowballing concerns made new limitations on the intelligence effort appear increasingly likely.

Obama and Vice President Joe Biden joined lawmakers on both sides of the issue for an Oval Office meeting designed to stem the bleeding of public support and show Obama was serious about engaging. Among the participants were the NSA's most vigorous congressional supporters ? the top Democrats and Republicans in the House and Senate intelligence panels ? alongside its most stern critics, including Democratic Sens. Ron Wyden of Oregon and Mark Udall of Colorado.

The lawmakers departed the rainy White House grounds without speaking to reporters. But in interviews later, they said there was a consensus that the surveillance efforts are suffering from perception problems that have undercut trust among the American people.

"There is openness to making changes," said Rep. C.A. "Dutch" Ruppersberger of Maryland, the top Democrat on the House Intelligence Committee.

Sen. Saxby Chambliss of Georgia, top Republican on the Senate's intelligence panel and a strong NSA defender, said Obama and the lawmakers didn't agree to take specific steps but brought up a number of proposals that will be fleshed out over the August congressional recess.

"A lot of ideas were thrown out," Chambliss told The Associated Press. "Nothing was concluded."

Wyden, in an interview, said he and Udall had sought to convince Obama of the urgency of addressing rising concerns. He said he proposed strengthening the government's ability to get emergency authorization to collect an individual's phone records, so that pre-emptive collection of everyone's records would no longer be necessary.

"I felt that the president was open to ideas ? and we're going to make sure he has some," Wyden said after returning to Capitol Hill.

Wyden and two Senate colleagues also unveiled legislation Thursday to overhaul the secret federal court that oversees the programs, which critics decry as largely a rubber stamp. The senators aim to make the court created under the Foreign Intelligence Surveillance Act, or FISA, more adversarial by creating a special advocate who could argue for privacy during closed-door proceedings and appeal decisions. A companion bill would diversify the court's bench by ending the chief justice's sole authority to pick its judges.

"These bills do not compromise national security, but they put a necessary opposing view in the FISA court and assure ideological diversity of judges," said Sen. Tom Udall, D-N.M. Another of the bill's sponsors, Sen. Richard Blumenthal, D-Conn., said the Obama administration was receptive to the ideas, although White House officials declined to comment.

Debate over the line between counterterrorism and invasion of privacy has been heating up since former government contract systems analyst Edward Snowden leaked classified documents exposing the NSA's monumental capability to sweep up data about phone and Internet use, including programs that store years of phone records on virtually every American. Snowden's revelations have prompted a national rethinking over government surveillance powers that have grown since the Sept. 11, 2001, terrorist attacks.

Russia decided on Thursday to grant temporary asylum to Snowden, who has been in a Moscow airport hotel for more than a month, despite America's insistence that the fugitive be sent home to face prosecution on espionage charges.

In Washington, House Judiciary Committee Chairman Bob Goodlatte, R-Va., said he stressed to Obama the role Congress must play in ensuring that U.S. spying isn't infringing on Congress' intent or on civil liberties. He said his committee would further probe the issue, including in a classified hearing he's hoping to hold in September.

Extending its efforts to defend the programs to the public, the White House pledged to help Americans understand as much as possible about how they work, even as it staunchly defended their efficacy in keeping a post-9/11 America safe.

"That process will continue," said White House spokesman Jay Carney. "But I don't think that we can sensibly say that programs designed to protect us from terrorist attack are not necessary in this day and age."

The more information about the programs the government has released, the more it has fed even greater concerns about the scope of the surveillance and whether Obama's national security team has been truthful in describing it publicly in the past.

After the administration on Wednesday declassified more documents about an email mining program, Wyden said they showed the government had "repeatedly made inaccurate statements to Congress" about the effectiveness in countering terrorism. And new details released about the phone records program created new fodder for critics by confirming for the first time that, when investigating one suspected terrorist, the government can also examine records of people who called people who called the targeted individual ? netting millions of people's records in a single request.

Meanwhile, the head of the NSA openly clashed with lawmakers including Sen. Patrick Leahy, D-Vt., over the agency's statements that telephone and email data collection helped foil 54 terror plots.

Rising tensions have stoked concern at the White House that surveillance programs Obama considers crucial will soon be undermined or even dismantled ? despite the fact that many Democrats and Republicans in Congress have come to the NSA's defense.

Leahy, the Judiciary Committee chairman, has threatened to seek to end the phone records program if it's not proven effective. And Sen. Jeff Merkley, D-Ore., signaled Thursday that unless an agreement is reached on releasing more of the secret court's opinions, he would push Congress to use its "power of the purse" to compel their disclosure by withholding funding for certain programs.

Even some staunch advocates for a tough national security stance have become outspoken critics, including Rep. Jim Sensenbrenner, R-Wis., who helped write the USA Patriot Act but now says the phone records collection goes far beyond what he envisioned and may not be renewed. Sensenbrenner was among the lawmakers who shared concerns in the session Thursday with Obama and top officials, including Biden, National Security Advisory Susan Rice and White House counsel Kathryn Ruemmler.

The White House also was spooked by a House vote last week to dismantle the program, which failed by a narrow 217-205 margin.

Seeking Serious Science Fiction RP Partner(s)

Hey there,
It's been quite awhile since I've really had enough time to devote to RP of any sort aside from my misadventures with the Mythical Crimes Unit arcs I ran (yes I'm THAT person). But, I'm looking for someone or maybe someones who might be interested in getting something together for a long term thing. Plots and characters to be discussed later if I have any takers.

Note: I do use the Nation/Space Opera RP universe here on gateway for a backdrop, but am never normally involved in any of the goofy political wranglings.

Essentially what I'm looking for are:

  • People who are seriously interested in science fiction as an RP genre (no steam/diesel punk need apply).
  • Are familiar with the genre of scifi outside of the basic Star Wars/Star Trek/Movie Theater stuff.
  • Possess good spelling and grammar skills
  • Are willing to post at least two clear, coherent paragraphs.
  • People with a regular availability and not apt to simply disappear.

So that's pretty much it, I know it seems like a laundry list of requests/requirements but I really am pretty easy to get along with. You probably know the drill, PM if interested or reply below.

Samsung outs dual-mode LTE Galaxy S4 and S4 Mini versions

Samsung has made big claims regarding its readiness to support developing LTE markets, and its most recent announcement of two new Galaxy S4 and Galaxy S4 Mini variants supporting both FDD and TDD LTE networks confirms that sentiment.

As global LTE coverage expands, many markets are adding support for TDD-LTE networks, particularly in places where FDD-LTE technology is already in place.

The two dual-mode variants of the Samsung flagship and its compact counterpart are able to seamlessly switch between different types of LTE networks while maintaining uninterrupted voice and data communications.

Samsung's head of Mobile and IT JK Shin elaborated that the first commercially available dual-mode LTE handover devices will "will allow customers to fully enjoy the benefits of fast mobile data communications no matter where they are."

Samsung is vested in the LTE market more than simply through handsets. Through developing LTE infrastructure, its network gear division grew by some 30% since 2010, and is one of Samsung's more profitable ventures.

Home prices in the Denver in May set a record, surpassing the previous high-water mark set in August 2006, according to the closely watched Case-Shiller index released today.

Denver and Dallas in May were the first two of the 20 metropolitan statistical areas tracked in the S&P Case-Shiller to best pre-recession price. ?This is the first time any city has made a new all-time high,? said David Guarino, of S&P Down Jones Indices.

Lane Hornung, president and founder of 8z Real Estate, had predicted that Case-Shiller?s analysis would show that Denver would set a record high in May.

He was right on the money.

?Denver home prices are higher than they have ever been. That?s right, EVER,? Hornung said.

?The Denver market has surpassed the ?bubble induced? highs recorded in 2006 by Case Shiller for both the seasonally adjusted index and the non-seasonally adjusted index,? Hornung noted.

?Our market has completely recovered from the bubble bursting and is entering new territory as far as average home prices,? Hornung said.

He cautioned, however that the index is an average for the entire market.

As the saying goes, all real estate is local.

?There are home owners out there in certain price segments and areas that are still upside down and could not sell for the price at which they purchased,? Hornung said.

?The Case Shiller average doesn?t have much meaning to them,? Hornung said.

Rising tide raises all ships

Still, it is good news for the entire market.

?Even home owners who bought at the peak in 2006 are benefitting from our rising home prices, and more and more of them enter the happy place of positive home equity with each passing month,? Hornung said.

In May, home prices in Denver rose by 9.7 percent on a year-over-year basis, according to the S&P/Case-Shiller Home Price Indices. ?That is down slightly from the 9.9 percent year-over-year increase in April.

For the second consecutive month, Denver ranked 13th of the 20th cities tracked by Case-Shiller on a year-over-year basis.

The Case-Shiller index shows that Denver?s price level in May stood at 140.98 percent, topping the previous record of 140.28 percent in August 2006.

Denver has now experienced 17 months of consecutive price appreciation.

Other cities, however, which had seen greater downturns during the Great Recession, in recent months have shown greater price appreciation than Denver.

To show how much the nation?s market has changed, in May 2012, Denver had a 3.7 percent year-over-year increase and it ranked third of the 20 MSAs.

?This is nothing short of spectacular,? said Peter Niederman, CEO of Kentwood Real Estate. ?These numbers are phenomenal.?

However, such big increases in prices are neither sustainable nor wanted, he said.

?Short-term, these numbers are helpful, because it could mean some people who were under water now may have some equity in their homes and can transact real estate,? Niederman said.

?Now, what we have to keep an eye on is housing affordability,? Niederman said. ?The housing affordability index is really a three-legged stool composed of interest rates, median home prices and household incomes. Ideally, they should all be in harmony. You want a balance between all three.?

He said if Denver experienced the housing price increases north of 20 percent, as San Francisco, Atlanta, Las Vegas and Phoenix did, it would price too many people out of the market. That would discourage everyone from retirees to young people from moving here, as well as companies looking to relocate to the Denver area or expand their workforces here, Niederman said.

Denver prices not in ?skyrocket mode.?

?With the strong buyer demand we have been seeing, the limited availability of rentals and the limited supply of new homes, even though new homes are coming back, we have seen price increases,? said independent broker Gary Bauer.

?Although our prices have risen, we are not into a skyrocket mode,? Bauer said.

?Denver is still very affordable and it is sustainable,? he said.

As the traditional strong summer sales season starts to wind down, the Denver market is experiencing the typical slowdown, he said.

Steve Blank, of Fuller Sotheby?s International Realty, said that ?I just started saying that it seems like we are back at pre-recession pricing, but I did not know we are an an all-time high.?

He said that he thinks consumer confidence is the driving force in the rising prices.

?The biggest thing is that people are really starting to believe,? Blank said. ?Consumer confidence is probably our largest asset.?

Blank said that rising interest rates have not dampened demand for housing.

?If anything, rising rates have spurred some people to buy and lock them in while they are still low,? Blank said.

?Rates going from 3.25 percent to 4.25 percent or 4.5 percent, is sending a signal that we had hit bottom and we can?t be lulled to sleep by incredibly low interest rates,? he said.

Hitting an all-time high in prices is ?awesome,? said Liz Richards, a broker at Kentwood City Properties.

However, it is not surprising, considering what she is seeing in the market.

?I am seeing multiple offers and sale prices going beyond the asking price,? Richards said.

?If a home does not go under contract within two weeks, it is clearly over-priced,? Richards said.

?I tell my sellers if it does not have an offer quickly, than we need to re-examine the pricing.?

She said that Lower Highland, or LoHi, is extremely hot.

?LoHi has no inventory,? Richards said.??As far as new construction available, it is at an all-time low. New construction is being sold before it is framed. LoHi is going through the roof.?

Jefferson Park up and coming

?As far as a great value-proposition, I think Jefferson Park is showing great growth and it will change exponentially over the coming years,? she said.

?If you drive around Jefferson Park, it seems they literally are building something on every corner,? she said.

?That, in turn, is going to bring more commercial,? Richards said. ?Jefferson Park has tremendous upside. It was the red-headed step child for a while. We all thought it was going to really take off and then it was hit hard by the recession like all neighborhoods.? She also said the development around Union Station is driving a lot of interest in downtown.

?Actually, I don?t see a neighborhood in Denver central that is not doing well,? Richards said.

?They are all getting top dollar,? she said. ?I recently had a listing in Montclair. My client had popped the top and did a very modern renovation more like you would find in LoHi than in Montclair. But they received a very good price for it.?

Anthony Rael, of RE/MAX Alliance, said that Case-Shiller?s data that shows prices at all-time highs confirms what he has seen on the street.

?It certainly feels that way out in the marketplace,? Rael said.

One area that has recently been extremely strong is Thraemoor in Lakewood, he said.

?That is an area off Yale and Wadsworth where the real estate activity is commanding high prices and going very quickly,? Rael said.

?In general, in any area, if the home is in move-in condition and is priced right is going very quickly,? he said.

Cash is often king,?

However, it remains extremely difficult for consumers to win a bidding war for homes priced for less than $250,000, he said.

Often, it is not the price. Rather, owner-occupants can?t compete with investors and others who are paying cash.

?With the lower-priced stuff, people are going up against a lot of cash buyers,? he said.

In a number of cases, his clients were willing to pay more money, but the sellers instead chose a cash buyer.

?It is tough to explain to a client why the seller was willing to take $10,000 less than what my buyer was willing to offer,? Rael said.

?You never know what is going to motivate a seller. A cash buyer might close within two weeks and waive the appraisal. I tell my buyers that the offer I wrote for you is going to take 35 to 45 days to close. Even though the seller is taking $10,000 less, the terms are more important to the seller than the extra money. It is very confusing to consumers.?

In other cases, however, he has seen the highest price take the home, even if the highest bid requires a loan and an appraisal.

?I?ve seen home selling for $10,000 above the asking price,? Rael said.

National take

Nationally, ?home prices continue to strengthen,? said David M. Blitzer, Chairman of the Index Committee at?S&P Dow Jones Indices.

?Two cities set new highs, surpassing their pre-crisis levels and five cities ? Atlanta, Chicago, San Diego, San Francisco and Seattle ? posted monthly gains of over three percent, also a first time event.

?The Southwest and the West saw the strongest year-over-year gains as San Francisco home prices

rose 24.5 percent followed by Las Vegas (23.3 percent) and Phoenix (20.6 percent). New York (3.3 percent), Cleveland (3.4 percent) and Washington DC (6.5 percent) were the weakest.

?Monthly numbers before seasonal adjustment showed all 20 cities experienced rising prices. San Francisco (4.3 percent), Chicago (3.7 percent)?and Atlanta (3.4 percent) were the leaders. However, two cities ? Cleveland and Minneapolis were down?slightly after seasonal adjustment.

?The overall report points to some shifts among various markets: Washington DC is no longer the standout leader and the eastern Sunbelt cities, Miami and Tampa, are lagging behind their western counterparts.?

??Clinical implications of DLL4 expression in gastric cancer

Delta-like ligand 4 (DLL4)-Notch signaling plays a key role in tumor neovascular development and angiogenesis during tumor growth. The clinical significance of DLL4 expression in gastric cancer has not been clarified.

Methods: Gastric cancer cell lines and 180 gastric cancer patients were enrolled.

DLL4 expression in gastric cancer cells and stroma was identified and evaluated immunohistochemically. The association between DLL4 and clinicopathological factors was also assessed.

Results: DLL4 expression was identified in the cellular membrane and cytoplasm of gastric cancer cells by immunoblotting and immunohistochemical staining.

DLL4 positivity in cancer cells and stroma was found in 88 (48%) and 41 (22%) of the 180 gastric cancer patients respectively. Both cancer and stromal DLL4 expression significantly correlated with more advanced tumor depth, nodal involvement, and lymphatic and venous invasion.

Conclusions: Cancerous and stromal DLL4 expression was found in 48% and 22% in gastric cancer, and significantly affected postoperative clinical outcomes.

Cancerous and stromal DLL4 expression may be an effective target of anti-DLL4 treatment in gastric cancer.

MSI-GhanaThe Local Governance and Decentralization Program (LOGODEP) is a three year USAID-funded program with a mandate to cover all 17 Metropolitan, Municipal and District Assemblies (MMDAs) in Ghana;s Western Region. Our work is underpinned by USAID/Ghana?s Strategic Objective 5, Strengthened Democratic and Decentralized Governance through Civic Involvement.

LOGODEP is being implemented by MSI, an international development consultancy company based in Washington, DC, in collaboration with SNV, a Dutch development organization with strong presence and experience in Ghana.

We work in 5 MMDAs to: (a) expand public participation in local governance; (b) support targeted districts to increase the amount of funds they generate internally; and (c) achieve comprehensive development planning for local districts.

Job Summary

This is a 1 year contract up to 31st August 2014 and renewable; ending August 2015.

Role:

The Financial Management & Budgeting Coach will provide financial management and budgeting support as it relates to IGF collection to district officials under the Program?s component two.

Primary responsibilities:
The Financial Management & Budgeting Coach will assist the Local Governance Expert (LGE) and represent LOGODEP as the frontline link with communities, CSOs and MMDAs for delivering LOGODEP project implementation activities related to Component two ?Integrated Development Planning to increase internally generated funds achieved?.

Qualification Required & Experience

??? Relevant educational qualification in Budgeting and Finance,
1)? Business Administration (Accounting /Finance option),
2)? Bachelor of Commerce
3)? MBA in Accounting/Finance or its equivalent.
??? A minimum of 5 years working experience in Auditing, Finance and Budgeting issues is required.
??? Skills and knowledge in local government and its financial administration and/or managing Internally Generated Funds, will be considered an advantage.

Location: Takoradi
